Why study English overseas?
The best way to improve your English is to live in an English speaking area where you are forced to make use of English to communicate on a daily basis. In this type of situation English becomes a living language and not just something that one learns from a textbook. While learning from a standard textbook is good for exams and provides a good basis (especially for reading), an English speaking environment allows you to learn by trial and error, providing instant feedback on whether you are succeeding to communicate or not. Failure then provides the motivation for learning.

Alternatives in Taiwan
An alternative approach, if you are in Taiwan, is to form a small group of 4 to 6 students. Guided by my textbook and workbook: "Research Communication: EFL for Scientists and Engineers" (Purchase), you can work together to improve your practical English ability.
